Tom Worsley spent more than 30 years as an economist in the UK’s Department for Transport, advising ministers and senior officials on the economic case for policies and investment programmes. He was responsible for developing the UK’s economic appraisal and evaluation methods and for demand forecasting, transport modelling and the analysis of major transport projects.

On retiring from the Department in 2011, he was made a Visiting Fellow at the Institute for Transport Studies at the University of Leeds and has worked on a number of consultancy and research studies for the UK Government, Transport for London, the OECD’s International Transport Forum and the EU. He has advised Parliamentary Committees on transport investment and on high speed rail and is a member of the Department for Transport’s panel of experts on economic appraisal.
